Legal options for the establishment of ammonia as a maritime fuel and energy storage in the Baltic Sea region | Green Baltic Cruising

The CAMPFIRE alliance of over 70 industry and research partners is developing and implementing technologies for a green ammonia ecosystem since 2019. The project „GreenBalticCruising“ joins the partners Institute for Climate Research, Energy and Mobility (IKEM), Carnival Maritime, Port Rostock, The Hydrogen and Fuel Cell Centre (ZBT) and Leibniz Institute for Plasmaforschung und Technologie (INP) as well as DNV who develop together a concept to implement green ammonia technologies for zero-emission maritime mobility in the Baltic Sea region. The aim is to conceptualize a new legal framework that enables green ammonia as a maritime fuel in future shipping. At the workshop we would like to present and discuss the legal framework for green ammonia in Baltic Sea shipping. Relevant national and European regulations for the introduction of alternative fuels for maritime shipping will be analyzed. Legal barriers and regulatory gaps are to be identified and different regulatory options to establish ammonia as a maritime fuel will be elaborated. Both, the introduction of possible obligations, such as quota regulations for alternative marine fuels, as well as legal options for setting incentives, such as subsidies for alternative fuels, will be examined as design proposals. The main aim of the legal debate is to develop new legal options for the green shipping industry and to kickstart European cooperation for the establishment of ammonia as a future fuel for ferry and cruise ship connections on the Baltic Sea.
