Investment boost for rail infrastructure

Hi ,

An efficient and reliable rail system is indispensable for climate-friendly mobility. While this insight has long been recognised in transport policy, rail infrastructure in Germany has been neglected for decades. Now, however, there are signs of a shift in priorities: in 2024 alone, Deutsche Bahn invested a record €17 billion in infrastructure. And that is only the beginning: with a new “special infrastructure fund”, the new federal government aims to invest up to €500 billion in modernising transport and energy networks over the coming years, with a significant portion earmarked for rail.

Whether this renewed investment push will be sufficient to create attractive rail services for both passengers and freight remains to be seen – the government and infrastructure operators must now deliver. In any case, our researchers will accompany this complex planning and coordination process. In this edition’s focus section, we present two current projects related to rail transport.

Rail Tracks
ReBa

The ReBa project aims to identify where additional capacity is needed in the rail network and how it can be created by reactivating, upgrading, or expanding track infrastructure. IKEM identifies European best practices and analyses the applicable legal frameworks for planning, permitting, financing, provision, and maintenance of such infrastructure.

Shared Charging for Commercial Vehicles

Giverny Lindquist, Matthias Hartwig and Nimai von Hagen analysed the legal framework for the shared use of charging infrastructure in commercial zones on behalf of Fraunhofer IFAM. The legal report outlines two business models and presents regulatory and contractual options for logistics companies that wish to establish and operate charging infrastructure individually or jointly.

Climate Cabaret

At the Berliner Energietage on 27 May, IKEM and its partners hosted the Climate Cabaret – an innovative format which combines performance art with expert discussions on climate and energy transition.

Drag artist Viagra Falls guided the audience through an evening of conversation, climate quizzes, and music. On stage, Cordula Weimann (Omas for Future), Ulrike Hinz (WWF), Bernd Riedel (Ellery Studio), and Anika Nicolaas Ponder (IKEM) explored approaches to transformative climate policy – from intergenerational engagement and new methods of communicating technology to inclusive innovation.

The format impressively demonstrated how cultural and creative approaches can make climate topics more accessible and engage new audiences in the energy transition.

At the roundtable on 13 May 2025, the discussion focused on the political and legal framework for the heat transition. Dr Sarah Debor (naturstrom) and Dr Martin Riedel (naturstrom/Aecoute) analysed the new federal government’s energy policy, particularly with regard to the building sector.
