Although we are in the midst of the holiday season and the parliamentary summer recess, our research on climate change mitigation continues with full commitment.

In this issue of our newsletter, we present our latest publications — including studies on market-based system services and the legal framework for green ammonia as a maritime fuel.

We also look ahead to an eventful autumn. September brings several exciting events, including a Berlin Energy Round Table on climate-friendly heating networks and the inaugural conference of the European Association of Climate Law, which will welcome climate law experts from around the world to Berlin.

Legal framework for market-based system services

A new IKEM study developed as part of the SysZell project shows that market-based procurement of Immediate Frequency Stabilisation (IFS) is legally feasible in the 2045+ electricity system – provided key regulatory conditions are adapted. The concept could make an important contribution to system stability.

Liability issues in cases of uncontrolled ammonia discharge into water

Green ammonia is widely regarded as a promising option for decarbonising shipping. However, a new IKEM study shows that its effective use as a maritime fuel depends on the development of clearer liability rules.

Remote Driving Regulation

Timon Plass, mobility expert at IKEM, welcomes the current draft regulation on remote driving in Tagesspiegel Background, noting that it establishes clear requirements for approval and supports the economic deployment of the technology. However, he also criticises the lack of integration with fully automated driving, where combining both technologies could offer major advantages. According to Plass, this connection should have already been reflected in the approval framework.

Ukraine Recovery Converence

At URC2025 in Rome, IKEM joined civil society actors in advocating for a sustainable reconstruction of Ukraine. During a panel hosted by the German Environment Ministry, IKEM highlighted the importance of resilience, science, and participation – and contributed to a new roadmap for a green transformation.

Forum Wärmewende

At the Forum Wärmewende on 9 July 2025, experts and policymakers discussed key challenges for the new German government in achieving a climate-neutral heat supply. Panellists highlighted the urgent need for clarity on the Building Energy Act (GEG) reform. The consensus: the heat transition is feasible and economically sound, but it requires strong political support.
