Stepping Up Our Efforts


Hi ,

2024 was the first year in which the global average temperature rose 1.5 degrees Celsius above pre-industrial levels. The ongoing warming of our planet makes one thing clear: we must step up our efforts on climate action without delay. The next opportunity to do so is just around the corner – the climate negotiations in Brazil begin on 10 November.

It is no coincidence that the Brazilian hosts chose Belém, a city in the Amazon – the world’s largest continuous forest area – as the venue for COP30. Here, issues of land use and social justice in the context of climate action – the key themes of IKEM’s work at the COP – are particularly visible.

In this newsletter, we present our planned activities in Belém and highlight our latest studies – including research on the climate impact of energy-related use of wood and the legal framework for industrial waste heat – as well as a look back at our successful annual conference.

“The Urgency of Climate Action is Undeniable”

In mid-November, global climate negotiators will gather in Belém, Brazil, for the 30th Conference of the Parties (COP30) to the UN Framework Convention on Climate Change. As in previous years, IKEM will be on site with a small delegation, host a side event, and support the Ukrainian delegation as an official partner. We spoke with Till Reinholz and Ievgeniia Kopytsia about the priorities of this year’s conference and IKEM’s contributions.

Climate Change Mitigation and Adaptation for Agriculture in Conflict-Affected Countries

18 November 2025 | 16:45–18:15 | Side Event Room 9

Countries affected by conflict face particular challenges in ensuring food security and adapting to climate change. This side event will focus on legal and policy approaches to soil protection, humanitarian mine clearance for soil restoration, and locally anchored adaptation strategies.

Paths to the hydrogen economy

At our annual conference on 16 October, we welcomed ninety participants and experts from academia, business, and politics to take stock of current developments: How far has the hydrogen economy advanced? What policy and legal frameworks are needed for hydrogen and its derivatives to become the backbone of a climate-neutral energy supply?

The Climate Impact of the Energy-Related Use of Wood

The energy-related use of wood remains an important component of Germany’s energy and heat supply. However, recent scientific findings suggest that wood cannot be considered a renewable energy source without qualification under the Paris climate goals. Against this background, Markus Lehnshack analysed how current legislation assesses the climate impact of the energy-related use of wood in a study for the German Environment Agency.

Legal Regulation of Industrial Waste Heat

Within the hyBit research project, IKEM examined the industrial port of Bremen as a case study to analyse the legal framework for the efficient use of industrial waste heat. The study concludes that significant regulatory gaps remain.

In particular, the lack of clear legal provisions governing waste heat utilisation and the absence of a federal legal entitlement for producers to feed heat into existing district heating networks are major barriers to wider adoption.

Gender-Inclusive Language in Court Decisions

A recent ruling by the Naumburg Higher Regional Court on gender-inclusive language in judgments raises questions about the balance between legal clarity and equality. This article by Annika Weber and Markus Lehnshack explores the legal admissibility of gender-neutral formulations and their sociological relevance for identity, visibility, and power in the institutional context of the judiciary.

From 7 to 9 October, Athen hosted the third project meeting and stakeholder workshop of the European research project UPTAKE on negative emission technologies. Dr Michael Kalis and Till Reinholz attended on behalf of IKEM, with Till also moderating a panel on challenges, opportunities, and global justice issues in CO₂ removal.

Self-driving vehicle from the NoWeL4 project
NoWeL4

On 17 October, IKEM and its partners publicly presented the NoWeL4 project, which aims to improve public transport in north-west Berlin through self-driving shuttles. After a detailed planning phase, the vehicles are now taking to the road.
